Call for Proposal: Action Plan for Plastic Smart Cities Bogor 2023

  1. BACKGROUND

On August 26, 2021, the city of Bogor made a new commitment to tackle plastic pollution by declaring itself as a Plastic Smart City (PSC) under the leadership of Mayor Bima Arya. The declaration of Bogor as a Plastic Smart City makes it the first city in Indonesia to join the PSC initiative and become a member of PSC cities in Southeast Asia and China. The Bogor City Government and the Indonesian WWF Foundation (WWF ID) signed a cooperation agreement to implement the PSC program from 2021 to the end of 2024. WWF ID will provide financial support for capital expenditures and operational expenses in implementing the PSC in Bogor. WWF ID has secured a commitment from WWF Norway to provide grant funding for the implementation of PSC in Bogor, in collaboration with other parties, during the period 2021-2024. The program is open to receiving support from the Bogor City Regional Budget (APBD) and other non-binding sources of funding.

This PSC commitment adds to Bogor's achievements in environmental protection and preservation efforts. Previously, Bogor won the One Planet City Challenge competition in 2018 as the Champion City for Earth Hour. The city also established the Ciliwung Naturalization Task Force and the Ciliwung Care Community, both actively involved in the preservation of the Ciliwung River. Bogor is also a pioneer in issuing regulations through the Bogor Mayor's Regulation on the implementation of single-use plastic policies. In 2023, Bogor was awarded the Adipura Trophy in the Big City category by the Ministry of Environment and Forestry (KLHK).

  1. PURPOSE & OBJECTIVES

To kickstart the actions and activities of the PSC, the Rekam Nusantara Foundation collaborates with the Bogor City Government to propose several work programs for 2023. The proposed programs include: installing various machines and technologies for plastic waste management at the Integrated Waste Processing Site (TPS3R) in Mekarwangi Sub-district and revitalizing one TPS3R in Baranangsiang Sub-district. Conducting socialization and education programs to reduce the use of plastic bags in traditional markets and supporting the work program of the Ciliwung Naturalization Task Force. The TPS3R in Mekarwangi Sub-district was completed in February 2023. This facility will be able to manage plastic waste in its vicinity and prioritize plastic waste from target neighborhoods or neighborhoods supported by the Ciliwung Naturalization Task Force.

To implement the 2023 program, the TPS3R in Mekarwangi Sub-district requires machines to process plastic waste, especially low-value plastic waste (such as multilayer/sachets and plastic bags), into useful products with economic value. Based on this, the required machines include: 1) a multifunctional plastic shredder, 2) a multifunctional plastic melter, and 3) a product molding machine.

  1. QUALIFICATIONS

    The specifications for the selected machines are as follows:

1. Multifunctional Plastic Shredder

2. The machine should be electrically powered.

  1. The shredder should be able to shred low-value plastic waste such as sachets, multilayer packaging, plastic bags, and soft plastic waste.
  2. Shredding capacity should be around 50 kg per hour (depending on the material being shredded).
  3. The shredder should be easy to operate.
  4. Plastic Melter
  5. The melter should be capable of processing low-value plastic waste, such as sachets/multilayer packaging and plastic bags.
  6. The machine should produce molten plastic that can be molded into wood substitute construction materials, such as beams and boards.
  7. The melter should have a processing capacity of at least 200-300 kg per day for low-value plastic waste.
  8. The machine should be powered by electricity for both the motor and the heating element.
  9. The melter should be user-friendly and prioritize safety factors in its operation.
  10. The machine should have a proven track record, demonstrated by its operation in several previous locations.
  11. Product Molding Machine
  12. The machine should be capable of molding the molten plastic produced by the plastic melter.
  13. The machine should be able to produce blocks and/or boards from low-value molten plastic.
  14. Example products include blocks with dimensions of 5 x 5 cm and a minimum length of 130 cm, as well as boards with dimensions of 10 x 7.5 cm and a length of 130 cm.
  15. The molding system should be able to produce at least 20 to 50 pieces per day.
  16. The molding system should be easy to operate and facilitate easy removal of the products from the molds.
  17. The machine's construction material should be made of mild steel 400, with a finishing coating.
  18. Production capacity: shredder machine - 10 kg per hour, plastic melter - 28 kg per hour,
  19. plastic press machine - capable of producing 5 pieces per hour.
  20. Payment terms: 50% down payment upon order confirmation, 50% balance payment upon completion of the machines.

5. REQUIREMENTS

The following requirements apply to companies that wish to submit proposals:

  1. Must be a legally registered company (PT or CV).

  2. Must have experience in machine construction and manufacturing.

  3. Should have experience in producing plastic waste processing machines.

  4. Should have experience in producing similar machines as described in point 3.

  5. Must provide a one-year warranty for the machines and a three-year service guarantee.

Must commit to providing training on machine operation and maintenance for a specified period.
